URBANA, IL - On January 5th, 2020 at 2:38AM, an officer working for the Urbana Police Department received a call from dispatch regarding a vehicle crash within city limits. Dispatch further noted that the caller alleged that the driver of the vehicle was intoxicated. Upon arrival, the officer was flagged down by the suspect who immediately claimed that she is drunk and should not be drinking due to being 18 years old.
The suspect further claimed that she did not know how she ended up crashing and repeatedly admitted to being drunk. After the suspect denied being injured in the crash and the need for medical attention, the officer began a field sobriety test. During the horizontal gaze nystagmus test, the suspect lacked smooth pursuit in both eyes, had to be reminded to not move her head more than once, displayed distinct and sustained nystagmus at maximum deviation, and showed an onset of nystagmus prior to 45 degrees in both eyes.
For the walk-and-turn test, the suspect was unable to maintain the starting the position, took 15 steps forward, and missed heel-to-toe and stepped off line on several steps. The test was stopped before the suspect attempted to turn around due to safety concerns in regards to the suspect falling. The suspect was not asked to perform the one leg stand test due to safety concerns. The suspect was then placed under arrest for driving under the influence (DUI). Once in custody, the suspect then claimed that she had not been driving. The suspect was then transported to the Carle Foundation Hospital for a medical evaluation and refused to submit blood or urine for a chemical alcohol sample.
After the refusal, the suspect began antagonizing the officer and had to be told several times to sit down on the designated chair in the room. The suspect further told the officer that she would run when the opportunity arises. Before being transported to the Champaign County Satellite Jail, the officer had to again place the suspect in custody because she had slipped her hand out of one of the handcuffs. En route to the jail, the suspect once again slipped her cuff and had to be removed from the vehicle and pinned to the ground in order to re-apply the handcuffs with help from other law enforcement personnel. Before being processed, the suspect once again had to be physically restrained and taken to the ground after attempting to kick a corrections officer before finally being carried off by four men to the booking area.
