Read an excerpt from the arresting officer's arrest report: On Oct. 21, 2021, at approximately 0158 hours, I, Deputy Turkson was sitting in front of the parking lot of Cardinal Liquor in Beach Park. I observed a black vehicle enter onto Sheridan Rd. from American Inn Motel to travel northbound on Sheridan Rd. When the black vehicle entered the roadway, the vehicle almost struck another vehicle. The black vehicle started to travel northbound Sheridan Rd. at a high rate of speed. I left the parking lot of Cardinal Liquor to follow the vehicle. As I followed the vehicle, I paced the vehicle and observed the vehicle doing 68MPH in a 30MPH zone. The vehicle made multiple improper lane usage violations by crossing over the centerline on the right multiple times, crossing over to the left lane.
I activated my emergency lights to conduct a traffic stop. The vehicle continued to travel northbound even after I activated my emergency lights. The vehicle came to a halt a few seconds later on Sheridan Rd. just south of 21st St. in Zion.
I made contact with the driver of the vehicle. The vehicle was occupied by a male subject in the front passenger seat. Ryan immediately started to become belligerent when I made contact with them.
I explained to [the driver] the reason why I conducted the traffic stop. I told [the driver] that she was speeding and made improper lane usage. [The driver] stated "I'm sorry" "I honestly didn't realize I was speeding, it was my fault".
[The driver] admitted to consuming alcoholic beverage. [The driver] stated "I went to the fucking um......." [The driver] lost her train of thought and wasn't able to finish her sentence.
Ryan continued to be belligerent.
